The Ohio CDL manual emphasizes the importance of “outage.” Which is leaving extra space in the tank to allow for liquid expansion. If you’ve been filling cans to the top and never had problems then it shouldn’t be a problem. But I would be worried about the can rupturing when the fuel expands on a hot day.
